This was because Krishna made Ugrasen, Kansa’s father the king of Mathura. This angered Kansa’s father in law and he attacked Mathura 17 times. Therefore, for the safety of the people, Krishna, and the Yadavas decided to move the capital from Mathura to Dvaraka.
